Local package dependencies

I had an issue with local package dependencies not being resolved. i.e packages referenced in the yaml with the 'path:' method.
It was because the source code copy happend after the pub get in the docker file.
I simply swapped the order and my issue was solved.

I tried to push a branch and create a PR, but I don´t have permission to push.

Example:
