Do not merge this pull-request. I am trying to reproduce the following error:

Error: Error waiting to create Service: resource is in failed state \""Ready:False\"", 
message: Revision \'tiered-web-app-fe-...\' is not ready and cannot serve traffic. 
Container import failed.
