Wishlist command

Allow mods (or whomever) to add a suggested area of improvement or automation that would make life easier. This would help facilitate some of the cross-team overhead where we currently lurk in team-specific channels monitoring for this ourselves.

We should put this in some central (private) location (e.g., GitHub org-wide project) for triage and eventually putting into issues on the appropriate repos in GitHub, if they have merit.
