After participant data is populated, we are looking to implement a simple version of the multi-field search outlined here: http://rachbelaid.com/postgres-full-text-search-is-good-enough/

Dependent on #26 for participant data and #61 for participant resume text.

This will finalize the transition to Postgres/RDBMS suggested in #44
