Yes, but I'm not sure what the best way to go about it is. Ideally I would like to prevent submission in the first place, similar to the version check we now have (that warns the user if they are trying to submit an issue but they don't have the latest version). Then they can still decide to submit if there is something really broken (which is relatively rare for exceptions). But this would still require some smart regex per issue as sometimes similar looking issues are different and vice versa.
