better scrubsanity (even when disabled)

inspired by my findings on #2241

i think we need some cleanup around scrubs

my proposal:

• even with scrubsanity off, always put every scrub item into the spoilerfile (like we do with shops)
• update the scrub items in the spoilerfile to have a "mysterious" flag, use that to determine text
• update scrubs to have "adultprice" and "childprice" for items to match vanilla behavior
• update scrubs to have a "repurchaseable" flag, so vanilla scrub behavior can work
  • this could possibly be expanded into other fun future stuff with non-vanilla consumables or something
