chore: CD for new fixture pipeline #141

workflow for generating new input files

if trigger this workflow manually, base on this current cli binary, compile it, run command script on hdp-test and push that new fixture files to same branch name as cli.

merge to dev branch

trigger same thing, merge that fixtures to main branch of hdp-test repo
