Test Release

I pre-release a program package "jlmie" which solves a scattering problem of a small sphere. In this pre-release version (v0.1.0-alpha), jlmie is capable of computing total scattering efficiency, decomposed scattering efficiency decomposed into multipole resonances, forward and backward scattering spectra, and 2D and 3D far-field radiation patterns.
In the future release, I will implement computation of near-field distributions.
