Re-Write Test management components in React.

1. Admin ----> Test Management

2. Currently ,Most of test management components ie “Modify tests” , “Add Tests” are still not migrated to the new React Frontend. This project aims at migrating the Test management components to the new React Front End

5. Severity of the issue:
   1. This issue is something we would like to see improved in the future but
      does not significantly affect our work.
   2. This issue makes OpenELIS slow, difficult, or confusing, but we are able
      to keep working with it.
