Limit bandwidth by quality video #695

I have a problem with limit bandwidth for some quality video. I'm watching a video with 720p, it gives me ~600KB/s. When I change the quality to 144p, it gives me ~100KB/s. I've already tested my speed internet, and it hit 2MB/s. (Sorry for my bad english)
