format seems to not working

I've set format to 'dd-mm-yyyy' and separator to '/' under localeData but it always show dates as 'mm/dd/yyyy'.
Example: '31/12/2021' is shown as '12/31/2021'

Am I missing something else?

I figured out:
If you have this case:

data () {
  return {
    myData: {},
  }
}
...
...
mounted () {
  this.myData = {
    ...
    ...
    localeData: {
      format: 'dd-mm-yyyy',
      separator: '/'
    }
  }
}

Locale settings doesn't works! Other settings are fine, instead.
