What assumptions do we make if a GVL vendor is not listed in the AVI?

We have noticed that there are a few vendors that are listed in the vendor list that don't appear in the additional vendor information list.

• 68: Amazon Ad Server
• 76: PubMatic, Inc
• 310: Adevinta Spain S.L.U.
• 315: Celtra Inc.
• 469: Zeta Global Corp.
• 590: Sourcepoint Technologies, Inc. (non-CMP)
• 793: Amazon Advertising
• 1227: PerformMedia.com, Inc.
• 1231: Groupe Canal

What assumptions can we make about the information that would normally be found in the additional vendor information? For example, can we assume that these vendors work across all territories?

Let me check on this with IAB EU. IMO this should not happen within the TCF 2.2. All vendor should have an entry in the additional vendor information list.

If a vendor is not listed in the additional vendor list, this means that vendor is not operational yet. They may have registered, paid the fee but are not operational.
