In the Dijkstra era, the stake_registrationcertificate will be deprecated: https://github.com/IntersectMBO/cardano-ledger/blob/6ddedfc2c966d7b37291f36aa24ab54d2e41b27a/eras/conway/impl/cddl-files/conway.cddl#L587-L588
