PAT is not used

I have 2 repo on the same account. On repo1 perform action. I want to deploy result (some particular folder) to repo2. PAT generated

.yml:

- name: Deploy report
      uses: JamesIves/github-pages-deploy-action@4.1.0
      if: always()
      with:
        git-config-name: {my account}
        git-config-email: {my email}
        repository-name: {my account}/{repo2}
        token: ${{ secrets.ACCESS_TOKEN }}
        branch: main
        folder: report
        target-folder: docs

but I have next error:

remote: Invalid username or password.
fatal: Authentication failed for 'https://github.com/{my account}/{repo2}.git/'

/usr/bin/git worktree remove github-pages-deploy-action-temp-deployment-folder --force
Error: The deploy step encountered an error: The process '/usr/bin/git' failed with exit code 128 ❌

in Settings / Developer settings token never used (https://i.imgur.com/YTEQRNv.png)

This is error if don't use token: ${{ secrets.ACCESS_TOKEN }} at all:

remote: Permission to {my account}/{repo2}.git denied to github-actions[bot].
fatal: unable to access 'https://github.com/{my account}/{repo2}.git/': The requested URL returned error: 403
