Improved build.jl
Fixed Appveyor crash by using Mingw binaries for 32-bit windows (see https://ghc.haskell.org/trac/ghc/ticket/10435 and the except.jl test)
Lower CMake requirement to 2.8.12
Fix up for Julia 0.5
