Remade PR to clean up the commit history and update with recent files

This PR contains a new program called Great Observatories, with required and optional contracts mirroring several historical space telescope missions, including servicing missions. These use new experiments, one set of which requires liquid helium coolant. This program provides both a contract and funding basis to lift heavy-ish payloads to different orbits, and the experiments require fairly robust comms and thermal planning in spacecraft design due to very high data returns and the aforementioned liquid helium coolant. My hope is that this results in more interesting objectives than just "X kg to Y orbit".

Crewed servicing mission contracts have been written to allow for either Hubble-style dedicated servicing missions, or by docking the space telescope itself to a nearby space station, as planned for China's upcoming telescope Xuntian.

The PR also contains a configurable start profile to enable easier testing, as research requirements make this more of a late-game program (it requires Sample Return Science Experiments).

Currently unfinished:
-Most contracts need another round of testing, especially the servicing missions, but should now function
-Configurable start profile needs a few more lines filled out, and tested, but may function
-Interplanetary Infrared Space Telescope contract needs work but may function
-L2 Space Telescope contract needs work
-Need to find space telescope parts that can be configured instead of the placeholders (a rescale of an existing RP-1 part)
-Program duration, funding amount, and funding curve balancing
-Some general housekeeping, descriptive text, etc.

I plan to continue working on this, but if anyone has suggestions, feedback, or, in particular, advice on how to find & configure telescope parts with friendly licenses, that would be more than welcome

Removed TelescopePayload
Changed TelescopePayload requirements to use the new ResearchPayload resource bc it is so similar
