Minor improvements and bug fixes

• Eliminate built-in older ZFP compression code from HDF5 plugin
• Update to use H5Z-ZFP as a generic filter plugin in the HDF5 plugin
• Fix random part generation so all ranks agree on who owns which parts
• Add Typhonio plugin

• MACSio now includes a CMake build system. The gmake system has been left in place for now.
• json-cwx has been moved to separate repository (https://github.com/LLNL/json-cwx)
• MACSio now has a spack package
