Default language other than english not working

Describe the bug
When Umbraco is setup to use a default language besides English it does not seem to work with translation, in my case it is the Dutch language

To Reproduce
Steps to reproduce the behavior:

1. add new language besides english in settings
2. set it as default language
3. go to translations tab
4. go to a page to translate
5. select a piece of text to translate (preferable in the right language)
6. generate 1 dictionary
7. generate & translate
8. error

Expected behavior
add new dictionary item from dutch to english

Additional context
I am using DeepL free version, so far as i can find it it does support Dutch in this version, but I can not 100% verify it
