Windows Start Script
Minor function release.
I been working in re-writting all of this into java.
Made a good chunk of progress but, i'm still working my way in.
I had been working in a ZStartup.sh but since i don't have linux to test it, and other reasons, it won't be finished.
(Or if i manage to work around it around maybe, idk.)

- Added toggleable debug message after server is stopped/crashed/failed to start.
###CONTENT###
Console: title, server_path, restart_loop, auto-eula, wait-mode, wait-timer, exit-toggler, debug.
Server: jar_name, jar_path, cpu_priority, eula-skip flag, advanced-mode flag, parameters.
Java: java_binary, max-memory, min-memory, heap-unit, nursery-calculator.
Flags: group-flags-toggler, multi-flags (Up to 5), defaults, custom group flags.
Other: Automatic service or task config, "ZStart.bat -restart" to restart.
Nothing much here, everything is on the file itself.
