LunarG Vulkan Samples will no longer be provided in the Linux Tar
SDK starting after the 1.2.170.0 SDK release.

I believe the Linux SDK ended up being the only one to use this file. I think android might have used it back in the day, and if that is still the case, feel free to close this PR.

Otherwise, it should be safe to remove this file now. I don't believe Windows SDK uses this file, is that correct @lunarpapillo ?
