Reverting Hayden advisories

This release removes some advisories which were added to several templates in support of the Hayden library being under renovation.

Navigation Switcher

This adds a network-level configuration form to allow for switching a network between two different navigation schemes. This will affect both the navigation bar and the footer menu.

A future release will remove this setup, after the new discovery environment has launched.

1.10.1 Updated footer

This updates the footer used in the parent theme (and inherited by all child themes) as part of a coordinated update across all MIT Libraries' web applications.

1.10.0 New Hours Loader

This supplies a new loading system for the Library Hours cache.

Probably other changes as well, I will need to examine the commit history.

1.10.0 Beta 4

This explicitly adds the theme's build step to the post-install-cmd process, allowing the theme to be built upon install.

(This was supposed to 1.10.0-beta3, but I created that release on the wrong branch.)
