fix: json-rpc-middleware-stream@3.0.0->^4.2.3 (#11978)

## **Description**

- Bump `json-rpc-middleware-stream` from `3.0.0` (2020-12-08) to
`^4.2.3` (2023-09-27)
- Hold at v4 to prevent breaking upgrade from `readable-stream` v2 to v3
