use the new "Visibility" feature instead of current "hide when no warnings" #263

Is your feature request related to a problem? Please describe.
in HomeAssistant, you can now set rules when a Card should be visible and when not.
Using this, will reduce the amount of cards on your Dashboard.
Unfortunately, the meteoalarmCard does not use this feature, and will leave a blank space when it is hidden.

  1. demonstration of Card arrangement
    Tile -> meteoalarmCard -> some other cards.

  2. inactive cards are hidden by using the new "visibility" option - meteoalarmCard will not be hidden for demo.

  3. same as 1. but with hidden meteoalarmCard

  4. empty space when the meteoalarmCard is hidden

Describe the solution you'd like
instead of it's own logic to hide the card, it would be great, if the meteoalarmCard could create a "visibility rule" or at least, use the logic the other cards are using when they are hidden.
This would remove the empty space in the Dashboard section.
