- Transition to capgen.py

- Create a new issue to capture the work on implementing the
var_actionclass - Steve and Dom need to come up with estimated on how long the different tasks take
- Navy would like to use
capgenin their first operational implementation, but the implementation window is closing fast (when?)

- Basically settled, will open PR after more standard names have been collected

- We were invited to submit a full proposal based on the LOI
- Note that this is different from the NOFO/JTTI call for proposals discussed last week

capgen - CCPP metadata is becoming more complex, we should dedicate a section to it in the CCPP technical documentation
