Summary
This PR introduces native Gym interface to cloudAI. Gym interface is pretty standard way to interface agents. For the agents we are looking at, we don't need the concept of spaces yet. For now, we will just use native python datatypes and bound checks.
[Update]: Requirement for the nature of gym environment and how it's needed in CloudAI has changed. So closing this.
