To create a new institution instance (NVGTC)

Location the default web pages zip

D:\illiad\Setup\DLLUpdates\9.0.0.0\DefaultWebPages.zip

Extract the zip to a folder in the web root with the name of the NVGTC

I.e. D:\inetpub\illiad\wwwroot\{NVGTC}
