Add instrumentation for prometheus #38

We use prometheus to gather monitoring stats, seems like this would be exceedingly easy to add to this using: https://pypi.org/project/prometheus-fastapi-instrumentator/.

Would be nice to know how many image requests we're serving etc (it would be nice to know more than the basics but this is a starting point).

For NHM specifically, we'd also need to add this to our prometheus/grafana configs.
