I've many question for you (sorry) :
What is NeptuneForge ?
How to run it ?
There's it builds for mc 1.7.10 ? If yes where ?
If it's like a forge mod, could I run it with Thermos ?
Where could I download plugins ?

That's alright ;)
NeptuneForge is a implementation of CanaryLib (kinda a Minecraft Forge port of CanaryMod).
Unfortunately there are no builds for 1.7.10 :(
Plugins were (previously) available from the Canary Plugin Nest, however that no longer exists (you could try the Web Archive)
There is also the issue, that NeptuneForge has been depreciated in favor of NeptuneVanilla.
