[14.0][ADD] helpdesk_mgmt_reopen : reopens a ticket when a message is received #615

Reopening of #392 with tests added
This module allows getting a ticket back to its initial state when a message is received about it, except if it is a notification.
(It is migrated/updated from a V12 version which PR has ever been merged.)

@nayatec Are you adding a new module or migrating one? Which version are you migrating this module from?

Hello @marcelsavegnago it actually add a module that have been migrated from V12 to V14 by Pierrick Brun who did the PR #392 but it has never been merged. It did this new PR with some tests added and a small modification.
