specify beacon monitor command as a component function of ground station computer

the beacon monitor command can be specified as a component function of the ground station computer which owns a list of expected input and/or output parameters.

Completion of this task entails:

• adding a functions.yaml in the components/sealion-ground-station/components/ground-station-computer (working component name) directory, containing a beacon monitor function as per the template for a component function
  • the input parameter should be the expected command line argument for viewing beacon monitor
  • the output parameter should be the template for a health data packet
