Concept Curation Process

Draft concept curation process based on CIEL projects with clients.

1. The first step is for the implementers to define what success means. What's the end goal? The curation process will be adjusted to support success. For example, if the goal is migration of systems (e.g. ITECH Haiti), we need to manage new mappings and even create old mappings that will be retired as soon as they are created, just to support the migration process. If the goal is harmonizing datasets across different projects, countries, or regions, then multiple dictionaries with common mappings may be needed.

2. The local teams form a working group of clinicians and M&E officers to lead the concept curation process from the client's end. They will map to the existing concepts and propose a new concepts or translations.

3. CIEL reviews the proposed concepts, translations, and mappings. Where they are obvious, CIEL will go ahead and create the new content. Otherwise, CIEL will give feedback, which may include alternative mappings/concepts or suggested updates. (Providing a search and concept proposal platform through OCL would help support this collaborative process.)

4. CIEL provides the client with a template to request new concepts. We establish a deadline for new concept creation. For example, the 15th of each month which gives CIEL time to review and to release a revised dictionary at the end of the month. (In the future, releases would be managed through OCL.)
