node order within a question set does not hold #134

when question set is accessed through front page Analyze menu, the order of the questions is randomized with every access or reload.
more importantly, the order is not holding between ordering the nodes in the analytic AND SAVING (yes we did that!) but when annotating an artifact the order does not hold (see screenshots below):
