v0.4.0 : BW < 1Mb, SNMPv3 protocols and Bugfix

Changelog :

• Manage when IfHighSpeed is equal to 1Mb and the real BW is above 1Mb. We force the check of the IfSpeed element in that case
• Manage Priv and Auth protocols in Upper or Lower case for SNMP v3
• Fix the In/Out packets output in verbose mode
