Vic2 To HoI3: Units

Units are converted as individual regiments or ships. Air units are split into a separate grouping. All converted armies or navies are placed in the smallest OOB grouping that will hold all of the units. This grouping (be it a division, corps, army, or even army group) will receive the name of the Vic2 army or navy from which it was created.

Unit types in HoI3 are determined based on the Vic2 regiment types, according to the rules in unit_mapping.txt. This is customizable in diverse and surprising ways (see unit_mapping.txt for more details).

Navies are limited to port or sea provinces. If a navy is converted in a province that is not a port or sea province, it will be placed in the production queue as nearly complete.

Air units can only be placed at airbases, so an airbase will be created for air units. If this is not possible, then the air units will be placed in the production queue as nearly complete.

If for whatever reason a land unit cannot be placed properly, it will be placed in the production queue as nearly complete.
