Vic2 To HoI3: Governments
For the most part, governments map straightforwardly between Victoria 2 and Hearts of Iron 3. Democracy is an exception which will be addressed separately. These rules are defined in governmentMapping.txt, and can easily be extended or modified.
Note that the following is only true up to converter version 1.0. Converter version 1.1 implemented a new set of rules.

Democracy can convert to Social Conservative, Market Liberal, Social Democrat, Social Liberal, or Left-Wing Radical. They are converted using this chart.
A position is determined by moving in the direction of the arrows for the amount of the upper house controlled by that Vic2 ideology (so a half-liberal upper house would move 0.5 to the left). Once the position is determined, the nearest HoI3 ideology is found, and the matching democratic government is selected. If the Vic2 primary culture is Spanish and the government is Social Conservative, Spanish Social Conservative is used instead.
The differences between Socialist Republics and Federal Social Republics are unknown. Are they just flavor? Are they worth distinguishing? Should culture really be the way to distinguish them?
The differences between Hungarian Right Wing Republics and Right Wing Republics are unknown. Are they just flavor? Are they worth distinguishing?
The differences between Germanic Fascist Republics and Fascist Republics are unknown. Are they just flavor? Are they worth distinguishing? Does using 'German' as a distinguisher really work (does it need to be broken out into north_german and south_german, for instance)? And what of National Socialism?
The differences between Spanish Social Conservatives and Social Conservatives are unknown. Are they just flavor? Are they worth distinguishing?
