Move base tracking library to the package directory (#40)

* move base tracking library to the package directory

* base tracking library as a dependency

* update package version, remove base package from root

* add package workspace to the package.json root in order to install nested dependencies

* remove tslib prom dependency as it is a dependency of every angular project

* update package-lock
