Opening this for diff and visibility.

Ports the decl culture system from Neb. Replaces the existing string based system for home system/faction/citizenship.

TODO:

  • Finish porting the system and associated hooks.
  • Port language handling.
  • Implement handling for a custom value for these fields.
  • Implement and populate remaining Polaris lore info for decls.
  • Refine system to meet Polaris' needs.
  • Test and review.

Please make so that cultures can be made exclusive to positronics and drones

The loremoot has decided the categories should be Subgroup, Citizenship, Culture, Faction, and Religion. Working on populating those categories as we speak.

EDIT: "caste-and-class-and-subspecies-and-growthrate" category changed to Subgroup per discussion on the discord.
