Another draft for the pile. WIP DNM etc.

Cleans up and unifies kit logic.
Makes customization use a proc on the item for easy overriding.
Cleans up custom item vars to be more informative.
Ports custom item JSON loading from Neb

Spookerton added the Refactor label

Abandoning this due to moving away from Polaris and it not really being worth the effort generally.
