What is the state of the art for shortest path algorithms? Is MLD ok to use?

I was looking at what shortest path algorithms I should be using if I want to find shortest path quickly that takes into account various factors such as traffic, road type, time of day etc. and I came across this issue: #4032

Seems like MLD and CRP can take the above into account but it might not be usable because of the patents. Wondering if there are any alternative algorithms we can use for open-source projects. ALT is one that I came across but that uses a different approach and it might not be easy to add traffic and such while calculating the shortest path
