Players in the default group cannot change houses for NPCs

Players in the default group cannot change houses for NPCs, and the server prompts that they do not have permission. But I have added this permission for players in the default group: tshock.npc.movenpc

this problem has been solved.
The reason is that I originally used the old permission command: tshock.npc.movenpc
Just use the new one: tshock.world.movenpc
