MAINT: Update mathjax to use chtml in projects once compatibility across browsers improves #124

We have currently configured out projects to use svg for mathjax rendering.

We should migrate this to chtml (the recommended use for mathjax) once cross browser compatibility improves.

Test Case:

QuantEcon/lecture-python.myst#142
