Search Improvements

Some ideas to improve search performance.

• Split up data by province, attempt to match province from query and only search that csv. Search all if that cannot be determined
• Use a search lib? feat: expose array-like methods for searching data #4

We can avoid having to include search libs in this library by doing #4
I still think splitting up by province is a good idea (could be exposed through values(province: string) in the above PR)
