• Fix for non-canonical dots: [ROCM] Fixing non-canonical dots and enabled conv_add_multiply_reorder on ROCM openxla/xla#21618
• Better fix for ResetStream: [ROCM] ResetStream function for GemmAlgorithmPicker (BlasSupport interface) openxla/xla#16520

oh yeah, I think #95 is missing 'sharded_computation.hlo' file (the last commit). Besides, on QA30 branch I still saw rocBLAS errors due to 'deleted stream', that's what this backported PR should fix: openxla#16520
