Create a CI workflow that:

  1. Gets dependencies
  2. Builds the package
  3. Tests the package
  4. Exports the test result as a JSON
  5. Creates a coverage report

This is triggered by push events and pull requests made on the main branch.

Additional changes have been made in this PR to fix failed tests for chown.
