Fee bumping issue with C-Lightning

I opened a channel the other day using Zeus, although I specified a 20sats(vbyte) fee it broadcasted it with a 1sat/vbyte fee (:man_facepalming:)

I logged into my RTL app and proceed to bump the fee on that transaction. I entered a 17sat/vbyte fee and broadcasted it. Everything worked well except that it once again it sent it with a 1 sat/vbyte fee (I am sure I entered the correct fee). It seems that I cannot respend that transaction a third time. When I do I get a UTXO .... already reserved

I figured I could manually re spend it using the CLI but I get the same message. "UTXO ... already reserved"

Is there any way around this? Perhaps I am not using the correct txid and index # on my second attempt to fee RBF?
