Setting up github actions when pushing/merging commits. Linting first, then testing once we settled on which frameworks to use

I'll first need to add some linting to the next and Django projects first, will be looking at trottoir-2 for inspiration again

Maybe, testing is not yet implemented at all in the project, so cant really make a github action for that
