Branch protections rules have been added on master branch

[law-n-order-ops]

The following branch protection rules are in place for the master branch on this repository
- Require a pull request before merging with at least one approver
- Require status checks: "continuous-integration/jenkins/pr-merge", "Commit messages validation" and "PR title validation"
- Require branches to be up to date before merging
- Require linear history
- Adding 'engineering' team with push permissions to the repo
- Setting 'write / push' permissions instead of 'admin' permissions to the user northwestcoder who created the repo
