Scan and watch scanned devices bluetooth characteristics

Android build for testing: unarchive and install flutter_ble.apk.zip in project root

Instructions:

Install and Run the app
Press the "Connect" button to scan available devices.
Press on a certain available device from the list to open its details screen.
Press the "Discover" button to see the device's services.
