Add publication retrieval from Oryzabase

To be discussed:
The goal is to get PubMedID associated to OryzabaseID and/or RapDBID
The CSV files Reference_20210609210048.txtx and OryzabaseGeneListEn_20210609010051.txt are available for downloads however there is no link between them except the name of the gene which is often confusing for the search.

Please find a way to make this link either with the file content of the web application.
For exemple on each Oryzabase entry https://shigen.nig.ac.jp/rice/oryzabase/gene/detail/477 could be retrived the corresponding paper information :
Pubmed ID and TItle
