Drop Python 3.6 and Update Dependencies to newest versions. For ST2 3.9.

@armab Hi I have problems using ./pants generate-lockfiles --resolve=st2 to update the pants file.
It's just run in a kind of infinity loop withoout any error:
hombergerpadm@groot-dev-server:~/st2-python-keyczar$ ./pants generate-lockfiles --resolve=st2

There is no pants lockfile for orquesta, but I assume you're referring to the other PR in the st2 repository.

I'm not familiar too much with the pants builds and they're in beta for now.
@cognifloyd can help investigating it, but I'd first look at the sufficient memory and CPU when doing the pants lockfile regeneration. Maybe there's a debugging mode to run pants too, - worth trying with that.

Yes sorry. I had the wrong PR on. I talked about that PR: StackStorm/st2#6081 There I trying Dependency Updates.

#266 was merged. It includes dep and python updates, similar to this PR. So, I'm going to close this.
